    The Committee on Health and Human Resources moves to amend the bill, beginning on page one, by striking out the title of the bill in its entirety and inserting in lieu thereof a new title, to read as follows:

“A BILL to amend the Code of West Virginia, 1931, as amended, by adding thereto a new section, designated §16-1-19, relating to a child’s right to nurse; and authorizing a mother to breast feed a child in any location that is open to the public, where the mother and child have a right to be, and at which the mother uses reasonable effort to cover the breast used for feeding.”
